Note: Skill on weapons only gives full benefit versus targets that are lvl 62+ so if you're fighting trash you can swap to another pair of gloves. Basically the weapon skill cap is 310 meaning you need 300 skill on weapons plus 5 points for each level difference of you and your target, on lvl 61 there's no glancing blows which means you need 300+5 for lvl 62 mobs and 300+10 versus bosses because they're considered as lvl 63(?) boss.

Basically the weapon skill cap is 310 meaning you need 300 skill on weapons plus 5 points for each level difference of you and your target, on lvl 61 there's no glancing blows which means you need 300+5 for lvl 62 mobs and 300+10 versus bosses because they're considered as lvl 63(?) boss. Not quite. There is no "cap" in a traditional sense in the first place, 310 weapon skill is just the point at which your glancing blow damage reduction will not be further reduced when fighting a level 63 enemy. Weapon skill's other effect is a 0.04% reduction in the dodge, parry and block chance of your target as well as an increase of 0.04% each for your hit and crit chance. You also make it sound like the chance of glancing blows decreases when increasing your weapon skill with items but that is not the case - the glancing blows remain on your attack table, but you are indeed able to entirely get rid of their damage reduction with a certain amount of weapon skill. The glancing blow chance against a level 63 enemy is 40% while the damage reduction is 30% (decreased by 3% per point of weapon skill), not all sources tend to agree on this but against a level 62 enemy your chance for a glancing blow is most likely 25% while the damage reduction is 15% (yet again reduced by 3% per point of weapon skill above 300).
